What is the General Product Safety Regulation (GPSR)?
The GPSR (Regulation (EU) 2023/988) is the EU’s safety law for non-food consumer products. It clarifies responsibilities across the supply chain and strengthens cooperation with market authorities, assigning clear accountability to economic operators. It sets uniform safety standards across the EU and tightens product-compliance requirements.
Does GPSR apply to my products?
In most cases yes. GPSR is the default safety law for consumer products placed on the EU market when no sector-specific legislation applies. If your product falls under a dedicated regime (e.g. personal protective equipment or medical devices), that regime takes precedence. If there is any doubt, contact us to confirm the correct route and scope before work begins.
What documents are required for GPSR compliance?
The central document is the product risk assessment with a structured approach to evaluating product safety risks and how they are mitigated. The technical file holds product description and photos, product identification, labels and user instructions, risk analysis and mitigations, applied legislation and harmonised standards, test reports and SDS, bill of materials, packaging and marking information, Declaration of Conformity, economic operator details, and traceability records. Compliant labelling with warnings and age grading, and user instructions is required as well.
What is an EU Responsible Person and do I need one?
If you are not established in the EU, you must appoint an EU Responsible Person (RP). The RP’s name and address appear on the product or packaging. The RP holds your compliance documentation and makes it available to authorities, answers market-surveillance requests, and helps coordinate corrective actions if needed.
