EU Declaration of Conformity Template

The EU Declaration of Conformity is a legally required document for many products placed on the EU market. It confirms that the manufacturer has carried out the necessary assessments, prepared the technical documentation, and accepts full responsibility for product compliance. Authorities, customs, and online marketplaces can request this document at any time.

What the EU Declaration of Conformity is

The declaration is a formal statement issued and signed by the manufacturer or authorised representative. It confirms that the product meets the requirements of all applicable EU legislation. The declaration must be accurate, maintained for at least ten years, and made available without delay when authorities request it.

When you need an EU Declaration of Conformity

A Declaration of Conformity is required when your product falls under one or more EU regulations or directives that explicitly demand it. Examples include:

  • Regulation (EU) 2023/988 on General Product Safety
  • Low Voltage Directive
  • Electromagnetic Compatibility Directive
  • PPE Regulation
  • Machinery Regulation
  • Toys Regulation
  • Radio Equipment Directive

What the Declaration of Conformity must contain

EU rules require every declaration to contain the following elements:

1. Product identification

The product type, model, or reference number. This must match the label, packaging, and technical file. For age-related rules, see product age grading in the EU.

2. Manufacturer details

The name and full postal address of the manufacturer. If the manufacturer is outside the EU, the declaration must also include the authorised representative. See appoint an EU Responsible Person.

3. A statement of responsibility

A clear statement that the declaration is issued under the sole responsibility of the manufacturer.

4. Object of the declaration

A short, clear description of the product to which the declaration refers.

5. Applicable EU legislation

6. Applied standards

List the harmonised standards, test methods, or international standards used to demonstrate compliance. For chemical requirements, see REACH, RoHS, and POPs testing.

7. Notified body involvement

If a notified body was used, include its name, address, identification number, and the scope of its involvement.

8. Supporting technical documentation

9. Signature

The name, position, and signature of the authorised person, plus the place and date of issue.
