European Conformity Certificate Template
A clear and accurate European Conformity Certificate is essential when placing any consumer product on the EU market. It confirms that your product meets the requirements of Regulation (EU) 2023/988 and other applicable Union legislation. Authorities often request it during inspections, online marketplace checks, or Safety Gate verifications. EaseCert prepares this document for you together with the required technical documentation and ensures that all information aligns with current EU expectations. For more on our services, see what we offer.
This page explains what the certificate is, what it contains, and provides a complete template you can use as a reference.
What is a European Conformity Certificate
The certificate is an official document issued by the manufacturer or the authorised representative. It confirms that a specific product meets all applicable EU rules. It is not a general certificate for a company. It always applies to a defined product or product type. Market surveillance authorities may request the certificate at any time after the product is placed on the market.
A complete technical file must always support the certificate. Without the technical documentation, the certificate has no legal weight. Our guidance on technical files is available here: GPSR technical file documentation guide and EU GPSR technical file and product compliance guide.
Official EU guidance: European Commission – Technical Documentation and Conformity
When you need this certificate
You need a European Conformity Certificate when:
- You place a consumer product on the EU market as a manufacturer or importer
- You sell through online marketplaces such as Amazon, Etsy, eBay, or Shopify (see our Amazon EU compliance guide)
- You register products in the EU Safety Gate Online Marketplace interface (see EU Safety Gate registration)
- You must demonstrate compliance after a marketplace request or customs intervention
- You supply retailers who require EU compliance evidence before purchase
Authorities may ask for the certificate before, during, or after your product is offered for sale. It must be available without delay. For broader EU compliance guidance, see EU compliance guide for selling consumer products.
What the certificate must contain
EU rules define the minimum elements that must appear in a European Conformity Certificate. EaseCert follows these requirements for every document we prepare.
1. Manufacturer and economic operator information
The legal name and address of the manufacturer. If the manufacturer is outside the EU, the certificate must also include the authorised representative or, depending on the product, the importer. Learn more about appointing an EU representative: Appoint an EU Responsible Person.
2. Exact product identification
This includes the model name, type reference, article number, and any serial or batch identifiers that help authorities identify the product. A short description of the design, materials, and intended use is required. For related topics, see product age grading in the EU.
3. Applicable EU legislation
The certificate must list the exact EU rules that apply to the product. At a minimum this includes Regulation (EU) 2023/988 on General Product Safety. For a cost overview of GPSR compliance, see GPSR cost and Responsible Person cost.
Official text: Regulation (EU) 2023/988
4. Standards and methods used
This section lists any harmonised standards, test methods, or international standards used to demonstrate safety. If no harmonised standards exist, the manufacturer must explain how safety was demonstrated through testing, assessment, or other evidence. For chemical requirements, see chemical testing for EU compliance and SDS guide.
Harmonised standards database: European Commission – Harmonised Standards
5. Conformity assessment and technical documentation
The certificate must confirm that the technical documentation has been completed. EU guidance requires the technical file to include:
- Intended use and product description
- Drawings, components, and materials
- Bills of materials and safety data sheets
- Test reports
- Risk assessment (see GPSR risk analysis process)
- Instructions and safety information (see GPSR warning examples)
- Quality control procedures
- Evidence that the product meets applicable legislation
Authorities may request the technical file at any time. It must be stored for at least ten years after the product is first placed on the EU market.
Official guidance: European Commission – Product Safety Reform Package
6. EU Declaration of Conformity reference
The certificate must reference the EU Declaration of Conformity. The declaration is always issued and signed by the manufacturer or authorised representative. For more detail, see EU Declaration of Conformity guide.
Guidance: European Commission – Declaration of Conformity

Why this certificate matters
Online marketplaces, customs authorities, and national regulators frequently request proof of compliance. A correct certificate reduces delays, avoids listing removals, and protects your products from enforcement action. Many distributors require a European Conformity Certificate before ordering or listing a product. To understand the consequences of non-compliance, see what happens if you do not comply with GPSR and GPSR penalties.
